About the project
The Integrality project aims to support the development and implementation of a multi-stakeholder strategy that promotes the legal, fair and sustainable integration of migrants into the agricultural sector. It focuses on ensuring that migrant workers are employed in compliance with labour law and fundamental rights, while at the same time supporting farmers and other actors in the value chain to understand and apply the relevant legal frameworks.
The project addresses two central challenges:
-
Migrant workers often lack reliable information about their rights, risks of exploitation and available support structures.
-
Agricultural employers and intermediaries are not always fully aware of national, European and international regulations governing the employment of third-country nationals.
By bringing together local authorities, labour inspectorates, farmers’ organisations, NGOs, trade unions and training providers, IntegrAlity seeks to create coordinated local strategies that reduce undeclared work and exploitation, and promote decent work, legal pathways and long-term socio-economic integration in rural areas.
Objectives
IntegrAlity pursues the following key objectives:
Promote legal employment of migrants in agriculture: Encourage and support employers to use lawful recruitment and employment practices, ensuring that contracts, wages, working hours and living conditions comply with national and EU regulations.
Raise awareness along the agricultural value chain: Inform farmers, cooperatives, intermediaries and other stakeholders about the risks and legal consequences of irregular employment practices, such as undeclared work, bogus self-employment and exploitative subcontracting chains.
Develop and disseminate good practices for labour integration: Identify, document and share successful models for the professional integration of migrants in agriculture, including fair recruitment, on-the-job training, mentoring and progression pathways.
Build and strengthen partnerships at local and regional level: Establish structured cooperation between local authorities, labour market institutions, social partners, NGOs and migrant organisations to coordinate measures and ensure coherent local integration strategies.
Implement training and awareness-raising for farmers and migrants: Provide targeted training and information for both sides:
- farmers and agricultural employers on legal obligations, compliance and fair working conditions,
- migrants on workers’ rights, health and safety, and access to support services.
Activities
To achieve these objectives, IntegrAlity implements a coherent set of activities:
- Stakeholder engagement and multi-stakeholder strategy development
- Establishment of national and local stakeholder networks in each partner country, involving authorities, farmers’ organisations, unions, NGOs and migrant representatives.
- Mapping of existing measures and gaps in the legal and practical integration of migrants in agriculture.
- Co-creation of local strategies for the professional and socio-economic integration of migrants in the agricultural sector.
- Awareness-raising campaigns and training on legality in agriculture
- Organisation of training workshops for farmers, farm managers and intermediaries on national, EU and international regulations related to employment, labour rights and health and safety standards for migrant workers.
- Development of a Good Practice Handbook including:
- case studies of legal and fair employment models,
- self-assessment tools enabling farms and organisations to review their own practices and identify risks of non-compliance.
- Training and empowerment initiatives for migrants
- Implementation of information sessions, rights-awareness training and basic language courses tailored to migrant workers in agriculture.
- Organisation of pilot activities, such as internships or work-based learning placements on organic or socially responsible farms, combining practical experience with training on rights, safety and integration.
- Awareness, communication and dissemination
- Design and implementation of communication campaigns targeting different audiences: migrants, employers, local communities and policy-makers.
- Use of diverse communication tools and products (print materials, online content, social media, events) to spread key messages on legal employment, workers’ rights and fair integration pathways.
- Dissemination of project results, tools and local strategies to inspire replication in other regions and sectors.
